Shipping Restrictions on Self Defense Products

At TBOTECH, we strive to keep law-abiding citizens armed with premium personal safety tools. While less-lethal self-defense items are legal in the vast majority of the United States, certain state statutes and local jurisdictions impose specific shipping gates, licensing verification rules, or outright product bans. Please review our up-to-date 2026 shipping restrictions directory below prior to checking out.

1. STUN DEVICES (Stun Guns, TASERs, & Stun Batons)

We proudly ship high-voltage Stun Guns, projectile TASER Devices, and heavy-duty Stun Batons directly to consumer residential addresses in all states, subject to the specific state-mandated credential verifications outlined below:

States Requiring Post-Purchase Credential Verification:

If you reside in one of the following states, state law requires us to verify your active state credentials before your order can leave our warehouse. After placing your order, please email a clear photograph of your matching state document to customerservice@tbotech.com (include your Order Number in the subject line). Orders missing required documentation within 5 business days will be systematically canceled and refunded.

  • ILLINOIS: In accordance with Illinois State Law, buyers must be 18+ and possess a valid Firearm Owner’s Identification (FOID) card. (Note: We proudly ship statewide to all verified FOID holders, including residents of Chicago and Cook County).
  • WISCONSIN: Pursuant to Wisconsin Statute § 941.295, keeping a stun weapon at home is open, but to ship a device intended for public carry, you must submit proof of a valid Wisconsin Concealed Carry Weapon (CCW) license.
  • MASSACHUSETTS: Under Massachusetts General Laws c. 140, § 131J, buyers must submit proof of an active state-issued Firearms Identification (FID) Card or a License to Carry (LTC).
  • CONNECTICUT: Connecticut law dictates that individuals aged 21 and older may legally possess an electronic defense weapon provided they hold a valid firearm credential (such as a handgun eligibility certificate or permit to carry). Please email your CT permit following checkout.
  • HAWAII: Following the total repeal of Hawaii's legacy ban under HRS § 134-81, electronic guns are legal for adults 21+. Online sales require verification check protocols; contact customer service to clear your residential shipment.

2. PEPPER SPRAY & DEFENSIVE SPRAYS

The following regional restrictions govern the shipment of civilian oleoresin capsicum (OC) pepper sprays, tear gas, and defensive gels:

  • NEW YORK: Standard defense sprays cannot be shipped to civilian addresses in New York State. New York residents may only purchase defensive sprays in person from a licensed firearms dealer or a registered pharmacist. However, we CAN legally ship Pepper Spray for Dogs and Bear Pepper Spray directly to any New York address.
  • MASSACHUSETTS: State law dictates that defensive sprays can only be sold to consumers through authorized local brick-and-mortar firearms dealers. Consequently, we cannot ship any human-use pepper sprays or gels online to Massachusetts addresses.
  • WISCONSIN: Wisconsin state regulations enforce rigid structural constraints on defensive sprays. Authorized civilian canisters must feature a maximum OC concentration of 10%, a weight range between 15–60 grams (standard 1/2 oz. and 2 oz. canisters), an integrated safety feature to block accidental discharge, and an effective range between 6 to 20 feet. Camouflaged or hidden spray designs are strictly prohibited. All TBOTECH orders shipping to Wisconsin are automatically audited to guarantee 100% compliance with these metrics.

3. OTHER RESTRICTED TACTICAL ITEMS

  • Pepperball Launchers: The high-powered Streetwise Pepperball Launcher Gun cannot be shipped to residential addresses within **California, Massachusetts, or New York**.
  • SAP Gloves: Weighted-defense SAP Gloves are prohibited from being shipped to **California, Massachusetts, Pennsylvania, and New Jersey**.
  • Nunchaku (Nunchucks): Traditional wood or composite Nunchucks cannot be shipped to **California or Massachusetts**.
  • Comb Knives: Converted Hidden Comb Knives cannot be shipped to **California, Massachusetts, or New York**.
  • Butterfly Knives: Due to shifting switchblade and gravity knife statutes, Butterfly Flip Knives cannot be shipped to the following states: *California, Colorado, Connecticut, Delaware, District of Columbia, Hawaii, Idaho, Indiana, Iowa, Maryland, Massachusetts, Michigan, Minnesota, Mississippi, Nevada, New Hampshire, New Jersey, New York, North Carolina, Ohio, Rhode Island, Tennessee, Vermont, Virginia, Washington, West Virginia*.

4. INTERNATIONAL & MILITARY FREIGHT SHIPMENTS (APO/FPO, GUAM, & CANADA)

We are completely unable to ship any item classified as a weapon, less-lethal device, or chemical deterrent to international destinations, border entry points, or military post offices. This rigid restriction includes all standard stun devices, defensive pepper sprays, dog mace, and bear defense sprays.

Any order routed to an **APO/FPO address, Guam, or Canada** containing restricted self-defense tools will be automatically flagged by our inventory system, canceled, and fully refunded.
