If the wind is blowing toward you, manuever around to the side. Side step to get in better position and then take aim and fire.
Stream pepper sprays are better in windy conditions than fogger sprays.

I walk on isolated trails. Very large, unleashed, aggressive dogs are a never ending threat on the trails on which I walk. If wind is blowing toward me, I can not use pepper spray. A 74 year old man in my home area(Salem, Oregon) was recently beaten to death while out walking in the early morning ,,,,when he could not produce any money for a stranger. I suggest a permit to carry----and carry. If you live in a place like California, I suggest you move to a carry State----as I did.....
